Job Objective:
The role is within the Risk Management Department and reports to the Risk Management VP, heading the Enterprise Risk Management Department.
Responsible for overseeing the effective implementation of Operational Risk Management framework for the Fund and insuring effective rollout of the Fund’s Business Continuity Management System (BCMS).
Overseeing portfolio monitoring of SIDF credit risk to maintain sound and effective management of the Fund’s credit exposures.
Duties:
Lead the Risk Strategy, Infrastructure, and custodian of the credit risk policy and procedures units, developing a Risk Strategy vision for the function, established a risk governance framework including the formation of a Board Risk Committee (BRC) and managed the compilation and issuance of the BRC and Risk Management Committee (RMC) meeting packs and minutes.
- Managed the enterprise risk management framework including developing and reviewing the risk heat map, top and emerging risks and Risk Appetite Statements including embedding these principles within each SIDF department and businesses.
- Developed Risk Management policies and procedures and managed the annual review of the risk management, modelling, and credit risk policies.
- Managed the risk analytics division responsible for the development, implementation and validation activities for credit risk, stress testing and risk rating models, along with portfolio risk analyses and regulatory reporting.
- Provide functional level support to the VP Risk in relation to the ERM compilation of risk submissions and reporting, Annual operating plans, resource management and Risk communications.
- Lead a team responsible to development of Credit and Risk portfolio management reports and analytics including the establishment of effective monitoring and control processes to track deterioration in the credit portfolio by undertaking diligent monitoring of early warning signs such as monitor past dues, over dues, incomplete documentation, and portfolio quality for accounts.
- Develop, embed and monitor and maintain the Risk Based Pricing methodology.
- Perform periodic review on risk-based pricing methodology enhancement recommendations.
- Establish and implement a sound and effective Operational Risk Management (ORM) Framework for the identification, measurement and monitoring of operational risks including Fraud risk.
- Establish a risk management culture, which promotes good analysis, judgment, flexibility and balance between risk and reward.
- Review the adequacy of training and skills relating to enterprise risk management across the Fund and within risk management department and approve the training programs.
- Responsible for the development, implementation, review and maintenance of the Fund’s Business Continuity Management system/Program.
- Develop, implement and review the policy for Business Continuity Planning system/program.
- Managing the fraud incidents function, potential losses and information risk incidents
- Support the development and ongoing maintenance of policies, procedures, tools and methodologies related to Enterprise Risk Management, as well as, risk integration and consolidation. Provide ad hoc research and project support
- Carry out any other tasks assigned by the direct supervisor.
Leadership Duties:
• Evaluate the performance of the team staff according to HRD policies and procedures.
• Supervise appointment, promotion and evaluation of the team staff.
• Prepare training plans and programs for the team staff.
• Review and evaluate the business accomplishing methodology to modernize and develop it to improve performance.
• Develop the necessary plans, strategies and performance standards for the team.
• Define the goals of the team and ensure that they are in line with the objectives of the division.
Technical Skills:
Deep understanding of modern risk management methodologies, tools and approaches including economic capital, stress testing, capital adequacy assessments for different risk categories;
- Ability to understand complex business processes and develop or advice on effective risk management and monitoring programs;
- Ability to perform research regarding unfamiliar topics;
- Extensive experience in development and maintenance of risk management policies, procedures and risk assessment processes to enable providing actionable insights related to the effectiveness of the current enterprise risk framework;
- Strong knowledge of the external regulatory environment.
- Ability to develop and maintain effective partnerships with internal and external business contacts
- Demonstrated ability and willingness to challenge and influence business and risk partners;
- Excellent oral and written communications skills with the ability to present complex data in a clear, concise, user-friendly format to all levels of audience.
Qualifications:
Bachelor’s degree in the field of accounting, finance, business, economics, or related field required.
Additional Qualifications:
- Master’s degree in Risk or related field is preferable.
- Background in Strategy, Finance, Banking and Business Administration.
- Financial Risk Management (FRM)certification - preferable
